Вопросы цифровизации в контексте современного этапа эволюции публичного управления

Abstract

The aim of the article is to determine the true place and role of digital technologies in the development and formation of the theory and practice of public administration at the present stage. The paper shows that at present, undeservedly little attention is paid to understanding the phenomenon of digitalization in terms of conceptualizing public administration, especially against the background of its crisis and intensive searches for a new paradigm of public administration. The author concludes that the significance of digitalization lies in creating the prerequisites for the formation of managerial consciousness in the subject of management.

The authors of the article attempt to analyze manipulative technologies from the standpoint of a systematic approach and the use of philosophical methods of knowledge and skills of political analysis. These technologies is the arsenal of power structures and are used to stabilize the political agenda, as well as for the self-preservation of existing political institutions in the context of globalization

Summary

Introduction

Целью статьи является определение истинных места и роли цифровых технологий в развитии и становлении теории и практики публичного управления на современном этапе. Который заслуживает быть отмеченным, заключается в том, что те возможности и тот потенциал, которые объективно несут в себе цифровые технологии, что является несомненным их достоинством, инициируют многочисленные реализующие этот потенциал направления исследования [Волкова 2019; Сморгунов 2019; 2020; Томин, Балаян 2019; Aggarwal 2015; Bulgakova 2015; Gil-Garcia, Dawes, Pardo 2019; Savelyev 2015; Sidorova 2017], порождая вместе с тем уже в субъективном плане определенную исследовательскую дисперсию и эклектичность и не позволяя в должной мере сфокусироваться на основных направлениях этих исследований, осуществляемых в контексте публичного управления.
