Abstract

The introduction of cloud technologies is actively taking place in many areas today, including in the field of education. Digitalization of the educational process requires teachers of higher educational institutions to possess modern educational technologies, use modern Internet resources and electronic learning tools that could be used qualitatively both in the classroom and outside the educational institution. Current trends show that Russia is gradually moving towards modern training programs that form digital skills and competencies. “Digital” competence (“digital” literacy) is recognized by the EU as one of the eight defining competencies for a fulfilling life and activity, and access to the Internet is recognized by the UN as one of the basic and inalienable human rights – along with the right to education, freedom of speech, etc.
