Abstract

It is impossible today to investigate separately sea passenger terminals and the operation of ferry or cruise lines. It is necessary to investigate the mutual influence, analyze the intensity, take into account the influence of the external environment and solve some forecasting problems. This situation justifies the need to use new tools and models that allow analyzing the macro level that consists of all the ports in the region and available ferry lines. The class of polynomial problems has proved to be useful for solving short-term forecasting problems. Taking into account the mutual influence between terminals and between ferry lines, the task becomes much more complicated. In the research of processes the discrete characters of the initial data, schedules of ship calls, schedules that need to be consolidated into a single array of data are favored. The process of functioning of an individual terminal with varying degrees of accuracy can be represented as a sequence of several typical design points, each of them corresponds to a change in a certain set of characteristics and number of ship calls. When solving problems at the macro level, it is proposed to use circular diagrams of relations. The construction of this diagram is associated with the fulfillment of certain boundary conditions, the fulfillment of which allows one to define the boundaries of the study and to form the completeness of the initial data. Sea passenger terminals of the Baltic Sea and the existing ferry lines were selected for the object of the study. On the basis of the initial data, transformations were carried out and a circular diagram of relations was constructed taking into account the analysis of the mutual influence of terminals on each other. The obtained results make it possible to improve the quality of decision making as the presentation of the macro planning level of the “marine passenger terminals - ferry lines” system is formed.
