Abstract

At the present stage of development, the Armed Forces of Ukraine are characterized by the transformation of the system of command, application, support of forces. Accordingly, the increasing importance of the officer corps in the conversion process increases.The investigation of the prerequisites, formation and development of the officer corps of the Armed Forces of Ukraine is necessary for the formation of the security and defense sector.The research was conducted on the basis of a wide range of published and departmental documents, which contributed to the description of the historical process of development of the system of formation of officers of the Armed Forces of Ukraine and the problems that arose during its formation. The article summarizes the qualitative and qualitative characteristics of the officers since the declaration of independence of Ukraine.On the basis of a systematic approach and application of scientific methods, the activities of the leadership of the Armed Forces of Ukraine and their contribution to the process of formation and development of the officer corps in Ukraine were evaluated.The regulatory and legislative documents that have influenced the aspects of development of the Armed Forces of Ukraine are considered, the indicators of the number of officers during the first years of formation of the Armed Forces of Ukraine are analyzed.The scientific novelty of the obtained results is the analysis of the preconditions, the formation and development of the officer corps of the Armed Forces of Ukraine, their comprehensive assessment, as well as the elaborated conclusions on the improvement of the legal framework with regard to regulatory and legislative acts, which defined the prospects of development of the Armed Forces of Ukraine and aimed at ensuring the proper level and quality of staffing of highly qualified personnel.
