Abstract

This study aimed at analyzing the stakeholders’ perception on local festival governance. Based on the concepts and precedent research of local festivals and local governance, covered in literature review, 20 factors of local festival governance under four categories were derived. A survey was conducted on local festival stakeholders in Gangwon-do Province. For the analysis, IPA(importance-performance analysis) method was applied. The results showed that the stakeholders highly perceived the importance of ‘actor capabilities’ and ‘network levels’. The results of analyzing the difference in perception between the groups showed the host organization group perceived that ‘institutional capacity’ needs to be supplemented; the group of participating organizations perceived the needs for supplementation at ‘network levels’ more. Two groups commonly perceived the ‘local government’s will to foster festivals’ as the most important factor. Based on these findings, practical implications for public and private practitioners of local festival governance such as strengthening network cooperation, supplementing the legal and institutional basis, and enhancement participants’ capabilities were suggested.
