Abstract

The article deals with the problematic issues of administrative-territorial transformations in the pre-revolutionary Omsk region, carried out in accordance with the “Charter on the Siberian Kirghiz” adopted in 1822. In particular, we are talking about the creation of external districts of the Omsk region, designed to ensure the establishment of the Russian administration in the Kazakh steppe of the Middle Zhuz after the abolition of the khan's power in this region and the introduction of elected government. The creation of the outer districts provoked opposition and an uprising of part of the local nobility and population, led by the descendants of Khan Abylai. It is noted that one of the main reasons for administrative innovations was the need to respect Russia's economic interests in the region, including the safe conduct of trade caravans to the countries of Central Asia.
