Abstract

Based on archival documents of RSAE and the German Federal Archive, never used before in Russian historiography the article examines the reasons for the success of the USSR in organizing import substitution and tecnification of industry in the period of 1965–1975. The author shows that the authorities of the German Democratic Republic led by V. Ulbricht played the decisive role in adoption of the new mechanism of Soviet reforms in the state economy by the head of government of the USSR A. Kosygin.
