Abstract

American Colonel V. Gaskel from July 5, 1919 to August 17, 1920 was the High Commissioner of the Allies in the Transcaucasus and in the Republic of Armenia. The main concept for him was “divide and rule,” it is easy to make promises that will never be fulfilled, which clarifies the strategy of the American Colonel Gaskell, that he is just an obedient instrument of expressing the will of his government and the executor of his intentions, for which the Armenians should be are grateful to the “pro-Armenian” W. Wilson. Colonel Haskel, who is considered a supporter of the interests of Azerbaijan, with his pro-Azerbaijani position, could not realize the urgent foreign policy interests of Armenia – Karabakh - Artsakh, Nakhchivan and other controversial issues of territorial delimitation, contributed to the strengthening of Azerbaijan's position in the region, which ultimately led to the fall of the Republic of Armenia, and as a result Haskel hurriedly left Armenia, where he had nothing else to do.
