Abstract

The management of the Murmansk railway, in order to ensure the safety of construction, attracted various groups of guards in 1915–1916. The regulation of social relations between representatives of the security service and other construction participants (administrators, prisoners of war, workers, local residents, migrants) was based on regulatory documents. The text of the document that defined the rights and regulated action of protection is published in the article for the first time. The document entitled “Instructions for guards who work on the construction of the Murmansk Railway” is provided with the author's comments.
