Abstract

The article examines the modern economic model of Russia and the gaps in the existing import substitution policy. In the course of the work, contradictions of economic institutions were identified, the structural causes of the crisis of the debt build-up model, the question of the introduction of a sovereign development plan was raised, the definition of the plan was given, conditions for sustainable economic growth were described, a model of the economy of innovative development was proposed, taking into account the mistakes of the “debt build-up economy” with the aim of developing Russia as a center of global importance. Based on the analysis, the proposals for the transition to a new economic policy and the use of tools for its implementation on the ba-sis of a system of short- and long-term state planning of socio-economic development are substantiated. A methodology for the formation of a unified strategy for socio-economic development is proposed in order to mitigate emerging strategic risks in the context of external aggression.
