Abstract

The need is substantiated concerning the introduction into practice of the generally accepted procedure for the formation of the cost of services rendered by the expert, specialized and other organizations in the field of industrial safety. One of the arguments is the importance of establishing the minimum sufficient threshold of the cost of work, that guarantees compliance with the requirements established by the current legislation in the field of industrial safety for these types of activities when rendering procurement services carried out in accordance with the current legislation in the Russian Federation, as well as under the contracts with the clients. This is due to the fact that the trend in recent years of price dumping on rendering services for industrial safety expertise, technical diagnostics, fabrication, repair, design and other types of activities in the field of industrial safety acquire catastrophic nature affecting the quality of these services rendering. It is required to develop the methods for price formation in the field of industrial safety, which is determined by the strategic nature of industrial safety for the viability of the state, and its security as a whole. The approaches to pricing both in the Russian Federation and abroad are multi-faceted in nature depending on the goals of pricing, objects (products or services), the specifics of the activity (industry), strategic relevance and many other things. Due to the lack of generally accepted procedure for the formation of the cost of services rendered by the expert, specialized and other organizations in the field of industrial safety (with the exception of the audit of industrial safety management systems introduced as a new type of activity by the Federal Law on Industrial Safety since 2021), it is proposed to develop the method for the formation of the cost of services (by type of activity) in the field of industrial safety, which may also include the existing methods  above mentioned in the article. It is proposed to legitimize the concept of the Method of pricing outlined in the article for the number of activities in the field of industrial safety through the development of the regulatory legal act.
