Abstract

One of the key areas for improving the activities of customs authorities, in accordance with the Development Strategy of the Customs Service of the Russian Federation until 2030, is full-scale digitalization and automation of customs operations and the release of goods, as well as transparency of interaction between declarants and customs authorities in the framework of customs operations and customs control. In this regard, it was important to create a system of preliminary information of customs authorities, which consists in the submission by persons planning to import goods into the customs territory of information about vehicles, cargo and other information before their arrival at checkpoints. On the basis of preliminary information, customs officials may decide in advance on the application of certain control measures with respect to incoming goods, which should significantly reduce the time of customs operations. The article considers the procedure for providing preliminary information when importing goods into the customs territory of the Eurasian Economic Union. Based on the results of the study, proposals are made to solve the problems that arise when providing preliminary information to the customs authorities of the Russian Federation.
