Abstract
This article is an analytical review on the question of academic freedom. The main focus of the article is on the idea of academic autonomy as an institutional mechanism which guarantees individual academic freedom. The theme of universities’ autonomy is becoming increasingly prevalent in global discussions, as the role of universities is volving. The process of internationalization of higher education, requirements for universities’ efficiency, transformation of state control and funding have significant influence on the status of universities in the society. Current research shows that this new status, together with perspectives of development lead to the increasing dependency of universities on various stakeholders. These core stakeholders, influencing autonomy are the state, business, and students as customers. Growing dependency on the private interest in turn leads to the erosion of importance that society assigns to the university as an institution.

В 1988 г. европейские и ведущие российские университеты подписывают университетскую «Магна Карту» (далее — Хартия). Хартия подчеркивает важнейшее институциональное измерение академической свободы — академическая свобода преподавателя возможна при условии автономности его университета. Декларация принципов Международной ассоциации университетов подчеркивает, что институциональная автономия и академическая свобода — это не привилегии, а «базовые и неотъемлемые условия», за счет которых университет может исполнять возложенную на него обществом миссию образования и ведения исследований[4]. Что свободным членом сообщества можно быть только. Свобода как статус должна быть характеристикой и членов сообщества, и самого сообщества, чтобы можно было осмысленно говорить об академической свободе. Установление этой связи и сохранение ее в актуальной повестке дискуссий об академической свободе, на наш взгляд, является ключевым условием для поддержания конкурентоспособности университетов и производства знания в интересах общества в целом. Республиканская теоретическая рамка позволяет наполнить практическим и политическим значением международное нормативное предписание
