Abstract
The article is devoted to the study of the problem of resistance to innovation in the field of social services of the population by staff in organizations providing social services to citizens of the older generation. In the course of the research, the key elements of personnel management during the introduction of innovations and the main strategic barriers to innovative development in the social sphere of St. Petersburg. In this paper, an attempt will be made to reveal the concepts of innovation, innovation activity and innovation management as a way of managing innovation processes, as well as the experience of innovative activities of social institutions in St. Petersburg. 
 In conclusion, the directions concerning the formation and development of the innovative potential of personnel and organizations in the social service system were formulated.
