Abstract

The imposition of sanctions against Russia provoked a systemic crisis around the world and created a threat to the country’s energy security. However, a narrow understanding of energy security within the fuel and energy complex did not allow timely prevention of sanctions risks, which were heavily dependent on imports of technologies, equipment, raw materials and components. Despite the formal existence of laws and other measures to support its own production, Russia has not been able to provide the required level of technological independence. The article recognizes the lack of systematic planning, the priority of regulatory regulation and economic incentives over the coordinating component, taking into account the new economic and political reality, as the main cause of energy problems.
