Abstract

The purpose of the article is to study the mechanisms of parliamentary oversight over the executive power in three types of modern democratic republics: presidential (USA), semi-presidential (France) and parliamentary (Germany), which can help us to solve the below mentioned problems that our country is facing. As the legal practice of the Republic of Armenia shows, a political party can manage to secure absolute majority in the parliament as a result of which theoretically, the parliamentary majority can adopt any decision without taking into account the opinion of the minority and support any decision of its government, so the parliamentary oversight over the executive power loses its effectiveness. Taking into account the four-day war of April 2016, the defeat in the 44-day Artsakh war of 2020 and the numerous security problems, the need to rearm the army and increase its combat capability, the issues of ensuring parliamentary control over the military and preserving the rights of servicemen have become of particular importance. In the course of the research, general scientific and special (comparative-legal) methods were used.
