Abstract

One of the directions for improving planning in the Russian Arctic is to increase the degree of consideration of Arctic specifics in socio-economic development strategies (SEDS). The purpose of the study is to determine the degree of manifestation of Arctic specificity in the SEDS texts of the Arctic zone of the Russian Federation (AZRF) regions and municipalities by the method of content analysis. The author’s methodology of content analysis of SEDS texts based on the list of 34 marker words is used in the study. The quantitative values of the marker words use were determined based on the analysis of the texts of 61 existing SEDSs, and the most and least used marker words were given. Among the most common are: “remoteness/distance”, “originality/uniqueness” and “Far North”. The least common ones: “frontier”, “melting ice”, “Arctic technologies”. 12 marker words from 34 research findings in more than 50% of strategies. The relationship between the occurrence of the concepts “AZRF” and “Far North” in regional and municipal strategies is considered, and the prevalence of “AZRF” in the strategies of municipalities on the border of the Arctic zone is discovered. Using the example of the Yamalo-Nenets Autonomous Okrug, the differences between urban and regional strategies for the use of climate-related marker words are analyzed. The hypothesis about a direct connection between the volume of strategies and the reflection of Arctic specifics in them was not confirmed. Four groups of strategies have been identified depending on the indicators of the manifestation of Arctic specificity and the volume of strategy texts. Differences in the manifestation of Arctic specificity in municipal SEEDs depending on geographical location were revealed.
