Abstract
The purpose of this study is to prepare a reasonable and simple application methodology to help calculate the appropriate supply of social welfare centers in local governments. To this end, a demand estimation model was derived by reviewing previous research on facility supply and the minimum standards for basic living infrastructure supply by the Ministry of Land, Infrastructure and Transport.
 The social welfare center supply estimation model presented in this study was set with four main variables. First, the actual demand for social welfare centers was counted as potential targets, centering on the low-income and vulnerable class, and then set as the demand for facilities. Second, it was set as a capacity variable that can be used in one social welfare center, centering on the annual available population at the social welfare center. Third, the average moving distance between the administrative welfare center and the social welfare center was set. This is a variable considering accessibility. Fourth, the separation distance between social welfare centers was set to consider spatial equity.
 Based on these four variables, Seongnam City was applied as a case study, and the appropriate number of social welfare centers with a population of 920,000 was derived as 14. The strength of this study is that first, the capacity of social welfare centers was considered in the model. Second, local governments can use it simply.
