Abstract
The features of the implementation of the import substitution policy, caused by the action of the imposed sanctions regimes, as well as those caused by coronavirus restrictions, are considered. The analysis of the sources showed the ambiguity and multidimensionality of the problems under consideration. The low efficiency of the implemented measures of state support within the framework of the ongoing agricultural policy, caused by the action of both endogenous and exogenous factors, is noted. Based on the analysis of the level of budgetary resources allocated by the state, a conclusion is made about the insufficient level of self-sufficiency in basic food products. Attention is focused on the tendency to reduce the allocated budgetary funds and the transition to project management. The study of imported food made it possible to draw a conclusion about the change of the European vector to the Asian one. The import substitution policy implemented by the state gives a number of failures, as evidenced by the growth of fish imports, pasta and alcoholic beverages.
