Abstract

On November 22, 2018, the Rada of Ukraine in the first reading approved the presidential bill “On Amendments to the Constitution of Ukraine regarding the strategic course of the state to acquire full membership ofUkrainein the European Union and the North Atlantic Treaty Organization” (No. 9037). In this regard, the experience of theRepublicofLithuania, more recently the post-Soviet republic, and now a full member of the political, economic and defense European community, is useful for our country. The aim of the article is to analyze the organization of strategic (defense) planning in the armed forces of theRepublicofLithuaniato take this experience into account when carrying out defense reform of the security and defense sector ofUkraine. The defense planning cycle in the Republic of Lithuania covers a period of 4 years, during which the long-term and medium-term strategic documents, concepts, plans and programs in the field of defense are being developed (revised); Opportunities are reviewed and their development plans are developed (adjusted), taking into account relevant planning scenarios and resource capabilities. Now the State Defense Concept of theRepublicofLithuaniahas identified four key areas of concentration of efforts, namely: the development of national rapid reaction forces capable of ensuring the rapid deployment and implementation of defense priorities in certain deployment areas of the main forces (including allies); introduction of new approaches to the organization of territorial defense, an increase in the number of the land component of the armed forces; ensuring coherence between the composition of the armed forces of peacetime and wartime; ensuring the functioning of a mixed recruitment system (professional military personnel, military service, volunteers, service in the military reserve). The fundamental principles and methodological approaches to the organization (implementation) of strategic (defense) planning in Ukraine and in the Republic of Lithuania are similar and correspond to the modern practices of leading NATO member states.
