Abstract

The article considers the main components of the conceptual model of interaction between public administration bodies and the public. It is determined that the conceptual model of interaction between public administration bodies and the public includes: subjects and objects of interaction (depends on the initiator actor); principles; goals, tasks, conditions; forms; mechanisms (information and communication, participatory, crowdsourcing and the mechanism of public control). When organizing the Interaction Process for making managerial decisions, the actors of the interaction in accordance with their actual tasks can be public administration bodies or the public. It was found out that the activities of Public Administration bodies should be transparent, that is, have information transparency. Therefore, regular public reporting (a report on the state, results achieved, strategies and plans for further development of public authorities) acts as an informational basis for the dialogue between the authorities and the public, is conducted at all levels of Public Administration, and is necessarily submitted to the public (including during public hearings) in the form of a separate publication, through the media, on the "Internet" network. It is proved that the application of a conceptual model of interaction in the public administration system will ensure transparency and accountability of Public Administration to civil society in order to combat unjustified budget expenditures and global growth in corruption, monitor and evaluate the effectiveness and effectiveness of the system of executive authorities and their officials (especially in terms of providing them with public services to the population), improve the quality of life of the population. Strengthening interaction between authorities and the public should be a priority task in reforming and improving the management of social and economic development processes.
