Abstract

The article examines the bill developed by the Ministry of Economic Development of the Russian Federation, which provides for the creation of a unified register of information contained in the reports on the assessment of objects of assessment (Register). The requirements of the current legislation for the information openness of the process of assessing objects of assessment are analyzed. The article also provides the names and details of the current legal acts governing the disclosure of information about assessment reports. The authors note that at present there are three types of information resources that must include the above data: (1) the Unified Federal Register of Information on the Facts of the Activities of Legal Entities and the Unified Federal Register of Bankruptcy Information included in it; (2) the data fund of the state cadastral valuation; (3) official websites of self-regulatory organizations of appraisers on the Internet. The negative aspects of the lack of a single resource for information on reports compiled on the basis of the results of determining the value of appraisal objects are indicated, and the prepared draft law is aimed at eliminating them. The authors structure the data to be included in the Register according to the document under consideration, according to the following parameters: type of information; cases of mandatory entry into the Register, the availability of publicly available information in the context of their types; persons and organizations submitting information, in the context of their types. In addition, the objectives of the introduction of the Register, contained in the explanatory note to the draft law, are analyzed. The analysis makes it possible to conclude that the Register, if the bill under consideration is adopted, will be able to perform the functions entrusted to it only partially. Information on the market value of appraisal objects entered in the Register (if it is formed) can be used as initial data for determining the cadastral value of land plots and their improvements. The article examines the degree of possibility of the Register’s application in the framework of the state cadastral valuation of real estate. The authors make a number of proposals to improve the usefulness of the Register for determining the cadastral value of land plots, buildings, structures, construction in progress, premises, parking spaces. They recommend to use a cadastral number as a unique single identifier in the Register, in the case when the object of assessment is a real estate object. Another reasonable proposal is to organize a structured storage of data in the Register (if it is created) in order to perform an information and analytical function on the objects of assessment, analogue objects, various indicators that affect the market value of land plots and their improvements, from assessment reports.
