Страхование капитального ремонта в Российской Федерации: актуальные проблемы и перспективы

Abstract

Issues of provision of housing to citizens, dilapidation of the housing stock of the country and the importance of its renovation are named among the acute problems in Addresses of the President of the Russian Federation . A wisely developed system of major renovations of apartment blocks is the most optimal problem solution. However, although the adopted measures have been advanced and timely, they could not alleviate the emerging destructive tendencies, so the legislator has brought forward an initiative to introduce a mechanism of insurance of major renovations in the Russian Federation. This idea is not new in the world’s practice and is quite efficiently implemented in foreign laws and orders, primarily in form of an insurance coverage or performance bond. Its practical implementation in Russia and prospects of successful functioning present a relevant civil task. Following the results of the study, the authors conclude that the efficiency of this novelty will depend on the level of development of its implementation, establishment of the optimal legal framework and organizational mechanism.
