Abstract

The article analyzes the socio-cultural policy of the state and the functioning of socio-cultural activities. It is proved that the development of the foundations and gradual implementation of the state socio-cultural policy is a necessary condition for successful progress along the path of cultural education of the country's population, a guarantee of comprehensive development of members of a democratic society, building a new civil society based on world and national cultural values. The main goals and priorities of modern state sociocultural policy are defined: comprehensive development of the system of sociocultural value orientations of a person and society; assistance to the population in the formation of forms of state self-determination and self-expression adequate to new conditions, social and economic and socio-cultural identity, social and individual consciousness; comprehensive development of the spiritual and value component in all manifestations of socio-cultural interests and needs of people, etc. It is found out that the subject and object of socio-cultural policy is society itself, which is only corrected by state authorities, and it acts as a socio-cultural system that self-organizes and develops continuously adapting to changing conditions of existence. The main functions of socio-cultural activity are defined: educational; cognition; practical and transformative; communication; educational; functions related to animation activities, recreation and entertainment, recreational; public relations; diagnostic; prognostic; project, etc. The main principles of socio-cultural activity are clarified among them: the principle of socially valuable target orientation; the principle of integrity in the approach to all processes of interaction of various types, forms, methods, means of activity; the principle of harmony in socio-cultural activities of the development of amateur foundations in the life of society; the principle of esthetic of the leading role of socio-cultural activities in the development of essential forces and talents; the principle of combining admiration and involvement in the novelty of the business of taking into account individual and age characteristics; the principles of consistency, systematicity, accessibility.
