Abstract

In the context of increasing population mobility, non-standard forms of employment for graduates are emerging in many countries, which offer more flexible and adaptive work opportunities. The study examined the theoretical foundations of the formation of the Russian youth labor market, as well as foreign experience and the experience of previous years in the development of a youth employment system in the context of increasing population mobility. The authors have developed proposals for solving youth employment problems using various forms and mechanisms of influence. The classification of non-standard forms of employment may vary depending on the context and criteria, but in general, the authors divided such forms of employment into several main categories. The authors analyzed the current state of the youth employment system in St. Petersburg in the context of increasing population mobility, which made it possible to scientifically substantiate the directions for the development of non-standard forms of employment. Research and development of new approaches to graduate employment in an environment of increasing population mobility will help higher education institutions, government and business better prepare graduates for modern labor market challenges, providing them with stable and promising career opportunities. In the process of working, workers not only create material and spiritual benefits, thereby maintaining a decent level of well-being of the population of the entire country, but also undergo a process of social development and self-realization, which is so important for the younger generation. Therefore, the labor market and all related processes form and determine the socio-economic state of the region and the country as a whole. The social situation of St. Petersburg among all the regions of the Northwestern Federal District is the most favorable, which is associated, first of all, with the developed social and industrial infrastructure of the city. A reduction in vacancies announced by employers and an increase in the number of registered unemployed can destabilize it as a result of a decrease in socio-economic indicators in the field of labor and employment.
