The paper gives information on the activity of an outstanding Soviet and Russian scientist and scientific leader, Hero of Socialist Labor, academician of the Academy of Sciences of the USSR and RAS, Vice-President of the Academy of Sciences of the USSR and RAS (1985 – 1996), graduate of Bryansk Institute of Transport Engineering (BITE), honorary professor of Bryansk State Technical University, Doctor of of Technical Sciences, Professor Konstantin Vasilyevich Frolov.
