Abstract
The key direction of modern public opinion research is to find ways to reflect a complex social reality in the public consciousness more accurately and develop tools for developing social skills of competent handling of information, especially new or constantly updated. In Ukraine, it is essential to provide public support for educational reforms, given their systemic nature and national significance. The article aims to present a structural model for technology development to provide public support for reforms in general secondary education based on open-mindedness and to determine the criteria for its effectiveness. Open-mindedness is defined as a set of cognitive and socio-emotional skills, which determine one`s ability to flexibly and adaptively handle new information and new experiences. Based on theoretical and empirical stages of research, the principles of construction of technologies of formation of public opinion based on the open-mindedness are defined: the principle of equality and interactivity of subjects of public opinion; the principle of analytical and synthetic information processing; the principle of focusing on the completeness of experience. The author proposes the model and application scenario of public opinion forming technology, taking into account the two-level manifestation and two-component structure of open-mindedness as a complex skill and the stages of its formation – from information analysis through reflexive processes to its synthesis. The author describes cognitive (critical thinking skills, ability to form a three-dimensional vision of the problem based on its essential characteristics, structured presentation of the position) and socio-emotional (providing feedback, conflict resolution with a focus on the goal, emotional literacy, empathic listening) open-mindedness criteria.
