تعزیز الوعی القانونی فی المجتمع السعودی وأثره فی حمایة الممتلکات العامة

Abstract

الملکية العامة هي حق مکتسب للجميع، والواجب على جميع أفراد المجتمع العناية بالممتلکات العامة، فهي مسؤولية مجتمعية لاحقة لمسؤولية الدول التي يقع على عاتقها بناء وتشيد واقتناء تلک الممتلکات العامة، بل إن المحافظة عليها سمة من سمات الحضارة المميزة للشعوب الواعية، ولاشک بأن تبعات المسؤولية القانونية تلحق المباشر للتعدي والمتسبب بتفاصيل قانونية سيتم تناولها في هذا الموضوع الحيوي ، إلا أن الأساس الذي نطلق منه في مجال دراستنا يتجسد في البحث عن الوسائل والأدوات التوعوية التي تعزز من حماية الممتلکات العامة، والمحافظة عليها، وإبراز مدى القيمة الحضارية المترتبة على تنمية الوعي الکامل في الأوساط الاجتماعية، يجيب هذا البحث عن تساؤلات لها جانب من الأهمية ومن ذلک ما هو مفهوم الوعي القانوني الذي ينبغي أن تعد المؤسسات التربوية والتعليمية والاعلامية برامجها للوصول الى الهدف الاستراتيجي المتمثل في حماية الممتلکات العامة، إذا ما علمنا بأن الإعلام أضحى في زمننا له إيقاعه اللافت وحضوره المؤثر، کما أن بعض القطاعات الخدمية تتحمل جزء من المسؤولية بإهمال صيانة بعض الممتلکات وغياب الرقابة اللاحقة لتلک المشروعات المحلية. Public ownership is an acquired right for everyone, and all the members of society must take care of public property, for it is a societal responsibility subsequent to the responsibility of the states to build, construct and own such public properties. Rather, preserving it is a characteristic of the civilizations of conscious peoples. Undoubtedly, the consequences of legal responsibility directly attached to the infringement and the cause of legal details will be addressed in this vital topic. However, the basis from which we proceed in our field of study is the search for educational means and tools that would enhance the protection of public property, its preservation, and highlighting the extent of the cultural value of developing full awareness in social circles. This research answers questions that have some important aspects, including the following: What is the concept of legal awareness that educational and media institutions should prepare in order for their programs to reach the strategic goal of protecting public property? This is so said, given that the media in our time have their remarkable impact and influential presence. Moreover, some service sectors bear part of the responsibility by neglecting the maintenance of some properties and the absence of subsequent supervision of those local projects.
