Abstract

One of the key factors in the current health problems is the lack of financial support. The former model of financing the industry was recognized as ineffective, since it is not able to provide a sufficient level of financial support for medical organizations. As a result, the “chronic” shortage in the industry has led to the moral and physical obsolescence of the material and technical base, low wages and forced savings at every stage, which does not contribute to the provision of high-quality medical services. In addition to the problem of the general deficit of financial support for health care, given the territorial extent of Russia, there is also the issue of ensuring the even distribution of financial resources across the regions of the country. In the course of the study, the analysis of the financing of territorial programs of state guarantees per one insured resident on average in Russia and in the context of the regions of the Central Federal District was carried out, the existing trends and their reasons were identified. It has been established that in recent years, a steady trend towards an increase in the financial provision of health care per one insured remains. Evaluation of data in the context of the subjects of the Central Federal District showed significant differentiation in the amount of expenses for the implementation of TPGG. At the same time, the highest level of financing is observed in Moscow and the Moscow region, which have a significant gap from other regions of the Central Federal District in terms of financial support - 30.5 thousand rubles. and 18.1 thousand rubles. respectively.
