Abstract

The article deals with the problem of the efficiency of anti-narcotics policy and legislative support for drug addiction counteraction in Ancient and Medieval Rus, as well as imperial Russia. The discrepancy between the taken measures and the objective drug situation in the state is revealed. As a result of the research, the authors have concluded that the legislative efforts of the authorities to reduce the illicit distribution and non-medical use of drugs were ineffective; drug addiction in Russia became a global threat to the population’s health, the country’s economy, law and order, and the state security.
