Abstract

The article examines information and communication technologies, which today stand at the head of the hierarchical structure of strategic resources and are the most important tool for increasing the efficiency of state and municipal administration. The author analyzes models of information modernization in public administration abroad, as well as the possibility of their application in modern management conditions. The purpose of the study is to justify the position that the processes of globalization and informatization are today the leading factors in the development of public administration systems in the global space. The practical significance of the research lies in the fact that the author’s proposals regarding the creation of a system of globalization legal institutions: the Council of Authorized Representatives, the Expert Mission, the Administrative Arbitration, are aimed at increasing the informational mobility of state administration, the use of the crowdsourcing system, electronic petitions and public consultations on the problems of improving political and socio-economic development of the state, made it possible to identify positive dynamics, which are very relevant for the implementation of the specified areas of improvement of state management in Ukraine. The author comes to the conclusion that for states with stable political systems, globalization creates certain advantages when making decisions on the most important issues of international politics, but within the framework of such organizations as the UN, the equality of all countries remains real. But at the same time, it is the global system of international relations that opens up wide opportunities for the formation of a new system of public administration, through the creation of a system of globalization legal institutions.
