Досвід створення та функціонування спеціалізованого антикорупційного правоохоронного органу в Державі Ізраїль

Abstract

The article deals with the experience of creation and functioning of the specialized anti-corruption legal agency “Lahav 433” and the Joint Information Exchange Center. The peculiarities of the legal status of these law enforcement bodies in the system of state bodies of the State of Israel are disclosed. The author highlights the activities of the Joint Information Center, a kind of structure, which includes police, prosecutors, tax administration and other bodies engaged in struggle of corruption. The author of the article comes to conclusions about the benefits of the experience of the State of Israel in the sphere of struggle of corruption for Ukraine. Despite the activities of special bodies, dealing with the fight against corruption in the State of Israel, its level in this country is quite high. At the same time, the special authorities are persistent fighting corruption at all levels of state power in Israel, involve the press and public organizations. The Experience of the State of Israel in preparation of specialists, organization of information exchange between different public administration structures that must counteract corruption, is definitely useful for Ukraine and can be used in activities of anti-corruption bodies of Ukraine. There is also a very useful experience for Israel in the creation of Ukraine such a structure as an Integrated Combined Information Center efforts, experience, knowledge and skills of specialists from various law enforcement agencies bodies in the fight against corruption. This avoids a variety of things conflicts of authority, and coordinate efforts in the desired direction in order to increase the effectiveness of the struggle with corruption.
