Abstract

Objective: to analyze the main trends occurring in the Russian pharmaceutical market and pay attention to the problems in the field of drug supply that affect the quality of medical care. Materials and methods: the Study was based on the study of various literature sources, as well as the analysis of official data from the websites of the Ministry of health of Russia, Roszdravnadzor, DSM-groups, etc. In the course of the research, a set of different methods was applied, including comparison and generalization, as well as statistical, structural and functional, information and analytical methods. Results: this study analyzed the structure and volume of the pharmaceutical market. The main elements of state regulation at both the Federal and regional levels are considered. As a result of the system analysis, the problems in the system of drug provision for the population were considered in detail: infrastructure, regulatory, registration procedure, financing of drug provision, and others. Conclusion: Thus, the study allows us to draw the following conclusions: 1. State policy in the field of drug supply of the population determines the priority directions of its development; forms a coordination of actions of state bodies of various levels in the development areas of drug supply; sets the main vector for the development and adjustment of the regulatory framework of the system of circulation of pharmaceuticals; serves as a basis for decision-making at the state level for the development and implementation of target programs and projects of drug supply. 2. As a result of the system analysis revealed problems in the system of drug provision: infrastructure, legal and financial nature. Problems occur in the system of preferential drug provision, in the registration procedure, in the procedure for purchasing medicines for state needs, and others. To solve these problems, we present proposals for improving the drug supply system, which are presented as follows: a) infrastructure proposals: – develop a quota system for the number of pharmacies in the region; – in each region, oblige the subject to ensure the availability of state pharmacies; – for hard - to-reach regions, we could offer mobile pharmacies or pharmacies on wheels; b) offers for the pharmaceutical industry: – within the framework of the program» PHARMA-2020 «or» PHARMA-2030 « to provide preferences for enterprises with a full production cycle to provide in the program the opening of enterprises that synthesize and supply Pharmaceutical substances to domestic manufacturers; с) implement a strategic planning system for the supply of medicines for public needs; d) review the regulatory documents for the registration of medicines; e) proceed to the actual implementation of the drug reimbursement program; f ) develop regulations for interaction between pharmacies and doctors of medical institutions; g) review the pricing of medicines in public procurement; h) develop and ensure regular monitoring of the availability of medicines.
