Abstract
The article is devoted to the development of the main strategic provisions of the concept of the development of the Russian region using the tools of public-private partnership. The main goal of this concept is to create a stable competitive territory with a faster pace of socio-economic development. Based on this, the priority areas of development here are: the interconnected development of human capital, institutions of innovative development, infrastructure, innovation, while the private sector is a partner of representatives of state authorities in the process of solving important socio-economic problems. Based on these priority areas of development, the goals of each partner project participant are identified, as well as the problems that hinder the pace of development of the Russian regions. The most important emphasis in the concept is placed on the innovation and investment policy of the region, in particular, on the formation of conditions where each person, organization or group of companies can effectively realize their interests, while contributing to the development of territories through the formation and accumulation of human capital; the creation and dissemination of innovations; the creation of comfortable conditions for business development; the creation of innovative development institutions that are in demand by the economy and contribute to its development. The implementation of the concept provides for the passage of three stages associated with the gradual strengthening and increasing the competitiveness of the territory. In addition, since the external environment today is characterized by a high dynamism of ongoing changes, the article describes the need to work out several scenarios for the implementation of the concept. The proposed approach to the formation of priority areas of the concept of development of the Russian region will contribute to the creation of an effective system of strategic development management on its territory, capable of quickly responding to changes in the external environment, using a flexible mechanism of interaction between government, business and society within the framework of ongoing projects and programs that ensure the socio-economic development of the territories.
