Abstract

This article considers the research and technical potential and innovative activity in a special region of Russia the Kaliningrad region. The authors assess the research and technical potential and the achieved level of innovative activity in the Kaliningrad region as necessary prerequisites for the implementation of innovative model of economy. This work identifies the problems of improving the research and technical potential of the region, the low efficiency and insufficient level of development of innovative activity in general and in comparison to the Baltic Sea region states. The authors also focus on the prerequisites for the development of research and technical cooperation of the Kaliningrad region with the regions of the Baltic Sea and its involvement in the process of development of innovative entrepreneurship. Special attention is paid to the opportunities for the creation of innovative clusters in the Baltic region states.
