Abstract
The issues of organization and management of complex human-machine systems are considered in the article via heating plant example. A phenomenological controlled indicator is introduced in order to consider the ratio of electricity generation and emissions of nitrogen oxides. Approximation model of the controlled indicator via modified model of logistic function has been developed.
