Abstract

The article serves an introduction to the improvement of municipal control tools in relation to the problems of industrial economic development at the city level. A diagnostic is proposed that determines the need for inten-sive improvement of municipal control tools in the city’s industrial management system. Improved tools include control of legal employment registration, control of the budget process, procurement financing and debt man-agement of the municipality’s budget, control of natural, man-made, biological-social and other risks, control of passenger transportation safety, control of accessibility of vital and socially important objects of the city, transport control. On the example of the cities of the Southern Federal District of Russia, the need for the im-plementation of industrial policy to combine the observance of the principles of municipal and public partner-ship with the systematic modernization of public utilities and the entire life support infrastructure is substantiat-ed.
