Abstract
Democracy, being the basis of the constitutional system, is undergoing transformation along with other legal principles enshrined in the Basic Law. Although forms of representative democracy are currently prevalent, the author comes to the conclusion that the current technical, informational and organizational conditions contribute to the development of deliberative forms of democracy and the involvement of citizens in the process of discussing of socially significant bills.
