Abstract
Background Innovative development of the economy today is one of the main priorities of Russian government. Innovative development is impossible without the systematic application of scientific achievements or advanced organizational, managerial and production decisions. Aims and Objectives Analysis of the state and identification of the problems of the Russian scientific and industrial organizations and their innovation activities. Results Innovative reserves are investigated. It is proposed to establish the National Committee for innovative development that can enhance innovation on a public-private partnership with industry-leading academicians and industrial institutions in Russia. Conclusion Public research organizations in Russia are sources of new knowledge, which are made on the basis of modern goods, works and services. Innovation level research institutions are directly dependent on the state of the industry and other sectors of the national economy. Innovative work in public research organizations should be guided by new principles and strictly aimed at the economic development priorities of the Russian Federation. Academicians and research institutions should adopt new organizational structures and mechanisms of managing their own innovation. National committee on innovations is offered as a coordinating body.
