Abstract
At the moment, three main trends in formation and development of federal legislation in the field of management of urban agglomerations can be identified: a) attempts to develop a federal law “On urban agglomerations”; b) improvement of legislation by introducing “targeted” changes to legislative acts and с) the trend in the development of experimental management regimes for individual urban agglomerations. The author comes to the conclusion that at the moment the legislator is not yet ready to adopt a unified federal law on urban agglomerations.
