Abstract

최근 전 세계적으로 기후변화와 급격한 도시화 등으로 빈번하게 물 부족 또는 홍수피해가 발생하였으며, 이로 인해 많은 피해가 보고 되고 있다. 선행연구를 참고하여 국내의 실정에 맞는 하천유역별 물이용 및 홍수 관리를 위한 지수를 개발하여 적용하였다. 전국을 표준유역단위로 20년 동안 관련 자료를 구축하고, 회귀분석 및 요인분석을 실시하여 지표를 선정하였다. 객관성과 실증적인 지표 개발을 위하여 피해이력을 제외하여 7개의 세부지수로 구성하였다. 지수 개발에 있어 다양한 표준화 방법을 적용하여 비교 분석하였으며, 최종결과를 5년 단위로 등급화하여 시간의 따른 변화를 도시하였다. 향후 본 연구결과를 통하여 하천유역의 다양한 정보를 제공함으로써 관련 사업 및 정책 결정을 지원하는 기초자료 및 평가도구로 활용이 가능할 것으로 예상된다. World widely, water scarcity and flood mainly results from climate change and rapid urbanization, and these water-related disasters cause enormous losses. This study develops and analyzes water use and flood management indices on basin suitable for Korea reflecting regional characteristics. Study area is standard basin and the related variables were established during 20 years. The indicators were set by regression analysis and statistically based factor analysis and the indices were finally developed based on 7 sub-indices, respectively. Developed indices were compared by implementing different normalization methods. Final index was aggregated five-year average indices were evaluated and change of these indices was analyzed. It can help providing comprehensive information about basins status and objective measures to establish policy decision and project backgrounds.
