Abstract
Currently network communications play a big role in the economic development of Russian regions. This
 structure of economic landscape leads to association of industrial enterprises and educational institutions
 into training and production centers, consortia, and clusters providing fruitful interaction between partners.
 Regional system of education is a model, the content of which must be gathered through social and stateprivate
 partnerships, including those with Universities. Management strategy of scientific and educational
 cluster is determined by social, economic, and pedagogical factors. The task of the cluster is creating a
 competitive system of professional education for successful development of production management.
