Abstract

The article is devoted to the study of the peculiarities of the culture of managerial relations in public administration. It is stated that the culture of managerial relations exists in all organizations, regardless of the form of ownership. In each organization, the management culture is unique and inimitable. It cannot be formed on its own; the main factor of its formation is the cultural values of each subject and object which form management relations.
 It is established that managerial culture is formed under the influence of the internal and external environment, and its main elements are moral and ethical norms, values, worldview, mutual respect, professional and personal skills, compliance with subordination, level of discipline and level of education, etc. Formation of a culture of managerial relations in public administration is a complex and lengthy process, however, it is necessary to ensure effective management and development of a public organization.
 The author conducted an empirical study of the level of communication culture in public authorities and local self-government bodies in Ukraine and identified the main moral and ethical standards that public servants must adhere to in their activities in accordance with the Constitution of Ukraine.
 On the basis of the study, the author identifies the main problematic aspects of the culture of managerial relations and suggests ways to solve them, taking into account the national experience.
 The problematic aspects of the culture of managerial relations are mainly related to specific challenges that arise between managers and subordinates, the transformation processes taking place in the State, the insufficient level of knowledge of management psychology, low motivation, corruption and lack of transparency in management, lack of readiness of public managers for continuous development and self-improvement, etc.
