Abstract

Introduction. Due to the intensive development of computer technology and the constantly arising problems related to the efficiency and reliability of solving tasks of administrative and management activities in scientific institutions of the NAS of Ukraine, there was an urgent need to automate these processes. Preliminary studies and analysis of the problems and features of such activities have been carried out. The proposed unification and formalization of the functions of scientific and organizational, planning and production, personnel and accounting services, as well as the structuring of the sequence of input and mutual exchange of generalized information between them. The design, development, testing and practical implementation of the software complex for automating the execution of the main functionality of these services has been carried out. Some features of the structural and modular organization of the specified complex are considered and presented. The article summarizes the research results of the project on the automation of administrative and management activities of scientific institutions of the NAS of Ukraine. The possibility of its practical implementation has been confirmed and an effective complex structure of building and functioning of such a software complex has been proposed. Prospective areas of further development of the system are considered. Purpose. Research and demonstrate the possibility of complex automation of the administrative and managerial activities of scientific institutions of the NAS of Ukraine Methods. When designing and developing the software package, methods of object-oriented programming, a system for managing a common and unified database, as well as building a user-friendly interface for working with the system were used. Results. The problems and peculiarities of administrative and managerial activity in scientific institutions of the National Academy of Sciences (NAS) of Ukraine were considered and analyzed. The proposed formalization and unification of the functions of scientific and organizational, planning and production, personnel and accounting services, office management, management (directorate), and the sequence of mutual exchange of generalized information between them. The design, development and practical implementation of a single software complex for automating the execution of the main functionality of these services has been completed. Conclusion. The problem of complex automation of administrative and management activities of scientific institutions of the NAS of Ukraine was investigated and this possibility was confirmed. A basic set of functionality for each service has been developed and offered. In addition, options for building complex operations that require joint execution of several services, as well as virtual simulation of staffing are considered. The design, development and testing of the AIS ” INSTITUTION” software complex for the automation of this activity was carried out. Its practical effectiveness has been proven thanks to a comprehensive approach that allows joint use of a single information database, joint interdepartmental operations, a “friendly” interface service, and additional modeling tools. Received certificates of copyright registration for the work for the corresponding subsystems of the AIS “INSTITUTION” software complex [11–15]. The prospects for the future use of cloud technologies for the effective functioning of this complex have been considered, analyzed and proven.
