Abstract

The purpose of this article is to identify the factors influencing the implementation of the state's security policy in the paradigm of the transformation of the world order, which will be real chance for nation-states to orient themselves and respond equally to external and internal challenges. Applying historical-comparative, inductive and deductive approaches to research, we emphasize two main tools for structuring proactive international relations - coercion and consensus the use of which makes it possible to ensure the full application of international law. Using the new opportunities of the time, competitive nations were able to stand on their feet and make a technological leap by creating special means, strategic technologies, relying on which they again challenged the current world order, reserving the right to terrorize the world with special means at their disposal, as Ultima ratio regum (lat. The Last Arguments of the Kings).
