الولايات المتحدة الأمريکية والاتحاد السوفيتي وصراع السيادة على القارة القطبية الجنوبية (1947-1959م)

Abstract

على الرغم من الطبيعة القاسية والمناخ الصعب اللذين تتصف بهما القارة القطبية الجنوبية، فإن هذه المنطقة القصوى من الأرض جنوبا، تحولت خلال النصف الأول من القرن العشرين الميلادي إلى حلبة صراع بارد – وساخن في بعض الأحيان- بين القوى الکبرى التي تدعي أحقيتها بحيازة جزء منها. ولم يعد الصراع مقصورا على الدول القريبة من القطب الجنوبي، بل دخلت فيه دول أخرى، تبحث عن مصالح لها في هذه المنطقة ذات الطبيعة الإستراتيجية المهمة. وقدمت الموارد المعدنية غير المستثمرة في أنتارکتيکا حافزا قويا للاستکشاف بعد الحرب العالمية الثانية بصورة أجبرت الولايات المتحدة على البحث عن حلول دبلوماسية لحسم قضية السيادة على أنتارکتيکا بلغت ذروتها في معاهدة القطب الجنوبي في ديسمبر 1959، والتي شکلت انحرافا طفيفا في صراع الحرب الباردة بين الولايات المتحدة والاتحاد السوفيتي، وکرست القارة الأخيرة في العالم للتعاون العلمي الدولي السلمي، وجعلت منها قارة العلوم والسلام. وتبدأ الدراسة بعام 1947 الذي شهد أول محاولة أمريکية لحل قضية صراع السيادة على القارة القطبية الجنوبية عبر اقتراح إخضاعها لوصاية الأمم المتحدة، وتنتهي بعام 1959 الذي شهد توقيع معاهدة نظام أنتارکتيکا التي أزالت هذه القضية من حلبة الصراع الدولي. Abstract: Despite the cruel nature and the hard Climate that characterize Antarctica, this distant area of the earth in the South has become a cold conflict arena –sometimes heat- between the super powers, which claim their respective rights to a portion of Antarctica. This conflict is not only restricted to the countries adjacent to the South Pole, but other countries have also joined this in search for interests in this area which has an important strategic nature. The uninvested mineral resources in Antarctica have provided a strong incentive for mining after World War II. This has forced the United States to find diplomatic solution to determine the sovereignty issue on Antarctica Treaty in December 1959. This treaty was a mild deviation the Cold War conflict between USA and USSR. This last world continent has given way to peaceful and scientific international cooperation and turned it to a peace and science continent. This research starts with the year 1947 that witnessed the earliest American attempt to resolve the issue of the sovereignty conflicts over Antarctica through subjecting it to the United States Trusteeship, and concluded with the year 1959 which witnessed the signing of Antarctica Treaty System that has removed this case from the arena on international conflict.
