Abstract
Currently, the main task of legal regulation of public service in the Russian Federation is to increase the efficiency of managing socio-economic processes and achieve the strategic goals of the development of the state defined by national projects. An incen-tive policy towards state and municipal employees is an essential means of accomplishing this task. At the same time, there is disunity and fragmentation of this policy, which does not find its systematic embodiment in the fundamental legislative and pro-gram-targeted acts. The purpose of the study is a comprehensive review of problematic issues arising in the field of legal regulation of incentive policies for employees, and the development of proposals to address them. In this case, the following main tasks are solved: to determine the main components of the public law incentive policy; to point out its fea-tures at the present stage; to identify the most sig-nificant flaws; to consider the concept, grounds and types of incentives for state and municipal employ-ees, based on the provisions of doctrine and judicial practice; to formulate proposals to improve the leg-islative support of incentive policies for employees. Research methodology – general scientific and pri-vate scientific methods of scientific knowledge (de-duction, induction, system analysis, formal legal method). The results of the study are the identified shortcomings in the legal regulation of the incentive policy for employees, the identification of the nature and content of the promotion of state and municipal employees, the author's classification of its types. It is concluded that a single legislatively formulated policy for encouraging employees, designed to stimulate an increase in the efficiency and effective-ness of managerial work, is currently absent in the Russian Federation. There is an objective need for a comprehensive legal consolidation of the concept, grounds and measures of encouraging employees on the basis of a single methodological base. The failure to fully fulfill the tasks of reforming and de-veloping public service defined by the May decrees of the President of the Russian Federation makes it difficult to build an effective public administration system necessary for the successful implementation of national projects and other strategic documents.
