Abstract

Public health is a state function guaranteed by the Constitution of the country. It should be evaluated through economic indicators, since it is part of the country's economy. For an integrated approach to understanding the degree of effectiveness of healthcare, it is more convenient to use a systematic approach. It allowed us to identify several systems based on the relevant system-forming factors and to explore the main directions of health care development in accordance with the set of components of the health care system. A new term has been introduced – a public health system based on the association of health care entities by sources of funding and organizational characteristics. The main socio-economic factors of the development of the healthcare system and trends, as well as the assessment of the effectiveness of the healthcare economy, are determined.
