Abstract

In the context of increasing sanctions pressure, the destruction of traditional logistics and financial chains, exchange rate fluctuations and other manifestations of macroeconomic instability –this is not a complete list of external environmental factors that have had a negative impact on the development of small and medium Russian business in recent years. Therefore, the study of regional measures of state support for small and medium business seems to be an urgent scientific and practical task. The purpose of the study is to characterize the infrastructure for supporting small and medium business, to analyze the financial and managerial tools used for their development in the Orel region. Small and medium business acts as a driver of economic development in different countries of the world, playing a major role in providing employment, value chains, and the implementation of innovative business ideas. Results: based on the results of the study, the components of the support infrastructure, the main financial and management tools used at the regional management level for the development of small and medium business in the Orel region are characterized, a conclusion is made about the effectiveness of their functioning and the impact on the statistical indicators of the development of the studied segment of the regional economy. Recommendations are formulated regarding the optimization of the use of a program approach to managing the development of small and medium business in the region.
