Abstract

“Choice and concentration” are needed to efficiently organize and spend defense expenses within the state's limited resources, and budgets need to be focused on maintaining and improving defense capabilities for sustainable development such as protecting their citizens from existing and expected threats in the future. For efficient defense expenditure, the defense budget must be reasonably organized, and it must be decided at a reasonable level in consideration of various factors at home and abroad when budgeting. Considering the actual weight of the empirical analysis results, this study shows that power enhancement factors have the most sensitive effect on defense budget composition among 21 factors, followed by North Korea’s threat, financial size, North Korea’s arms,leader’s intent, manpower operation, neighboring countries’ threats, price change, economic growth, Korea-US alliance, and etc. The limitation of the stratification analysis technique may vary depending on the variability of the survey subjects, so the results of this study can be said to be relative weights. So this study recommends a weight decision process model to make a defense budget efficiently.
